The Griffin downtown
The Griffin is located in Fremont East, the "other" Fremont, i.e., evil twin of Fremont West. I didn't go in The Griffin but loved their neon signage. Fremont East has improved a lot during the past 5 years, mainly due to Neon Museum displays and a trickle of new development. Kinda looks like classic downtown Vegas of yesteryear (sans Fremont Street Experience).
Nights are best
Most of Vegas looks seedy by day and is a dusty and faded façade. Everything is revealed in the 120 degree heat of the summer sun. Mama Vegas is not unlike the hookers patrolling the bars and casinos late at night. So beguiling in the shadows but in the light she's not so enticing.
The Neon Kingdom really comes to life under the cover of darkness. Night forgives all and is when that "what happens in Vegas, stays in Vegas" fantasy is nigh. You are whom you say you are and can do anything if you have the greenbacks.
Twilight and darkness are ideal times to catch the sights, people watch and, foremostly, take pictures. Although it is night, it really isn't that dark on the Strip or Fremont Street. Most of the time I merely use ISO 400-640 and F4 and get sharp images. Of course you can't use flash if you want the neon to actually glow...
